Pro-life congressional lawmakers, such as U.S. Senator Kevin Cramer (R-ND), have consistently acknowledged the significance of offering more assistance to expectant women. In recent congressional sessions, Cramer has co-sponsored legislation to augment child support payments for expecting mothers, establish tax credits, and build a clearinghouse for prenatal and postpartum assistance.

In commemoration of the annual March for Life in Washington, Cramer and U.S. Representative Claudia Tenney (R-NY-24) reintroduced the Unborn Child Support Act to support expectant mothers and their offspring. Cramer serves as a co-chair of the Congressional Coalition on Adoption and has been awarded an A+ rating by the Susan B. Anthony List for regularly voting to protect the lives of the unborn and babies.

The Unborn Child Support Act permits pregnant women to obtain child support payments. It acknowledges the requirements of women and permits them to elect to receive prenatal benefits, should they decide to seek them through the judicial system. The judges must confer with mothers regarding payment schedules and grant them the authority to determine the retroactive awarding of child support payments. The legislation mandates that all paternity tests are to be determined at the mother's discretion and shall not be performed if they pose a risk to the child.

Cramer stated, "I contend that life commences at conception, and consequently, our obligation to support mothers initiates at that point." “Our bill empowers mothers to seek prenatal child support and appropriately assigns the financial responsibility to fathers for their unborn children. We ought to promote motherhood and provide comprehensive support throughout the journey."

“Initiating child support at conception provides mothers with financial support while honoring their autonomy to make optimal decisions for themselves and their unborn children,” stated Tenney. The Unborn Child Support Act underscores the significance of life from the onset of pregnancy and offers essential assistance to mothers. Should a mother want to pursue prenatal child support, it is imperative that she and her unborn child have the necessary resources and assistance they merit.

The proposal has garnered further cosponsors, including U.S. Senators Jim Banks (R-IN), Marsha Blackburn (R-TN), Katie Boyd Britt (R-AL), Steve Daines (R-MT), John Hoeven (R-ND), Cindy Hyde-Smith (R-MS), James Lankford (R-OK), Roger Marshall (R-KS), and Roger Wicker (R-MS).
