North Dakota PSC Reminds Diggers That 811 Call Is Required By Law

The North Dakota Public Service Commission is reminding residents to call 811 before starting excavation projects to have underground utility lines located and marked.

The PSC issued the reminder Aug. 11, or 8/11, as part of an effort to raise awareness about excavation safety.

“Before you put a shovel in the ground, know what’s below. Every digging project – large or small – requires a call to 811 at least a few days before work begins,” said Commissioner Sheri Haugen-Hoffart, who oversees the PSC’s Damage Prevention portfolio. “A simple call can prevent serious injuries, costly damage, and service disruptions. Protect yourself, your neighbors, and your community by making safety your first step.”

North Dakota law requires residents to notify 811 at least two business days before digging. Utility companies and other facility operators then send representatives to locate and mark underground lines during the required locate period.

The markings remain valid for 21 days from the planned excavation date. Requests can be made online or by phone through North Dakota One Call.

The PSC investigates complaints involving violations of the state’s underground damage prevention laws and can take enforcement action when violations are found. Depending on the severity, the commission can impose fines of up to $25,000 per violation.

Private lines require additional attention

Calling 811 does not cover every underground facility on private property. Property owners or others requesting a locate are responsible for identifying and marking private facilities, including sprinkler systems, electrical lines or gas lines located beyond a meter, invisible pet fences and agricultural tiling.

Damage to underground utilities can result in interrupted telecommunications or electrical service. In more serious cases, hitting a buried utility line can cause injuries, permanent disabilities, or death.
